ml: ParsedPublicKey

Pre-parsed ML-DSA public key, so verification avoids re-parsing the ~1952-byte key each time.

The ed25519 component’s 32 public-key bytes — published as the constellation’s phc_jwt_key so pre-hybrid hubs can verify the classical EdDSA HHPP.
