My constellation is out-of-date and must be replaced with this constellation. seed carries the data create_running_state needs but cannot recompute.

RunningStateOutdated

My constellation is unchanged, but my running state must be rebuilt from seed. Used by PHC once it has unsealed the transcryptor’s master key part and can derive the master encryption key (which lives in the running state, not the constellation): no new constellation is published, so T and AS are not restarted.
